Springfield ranked 6th in the state for reported rape, per capita (by City per 100K). As of December 1, 2024: Springfield ranks 2nd in the state for reported rape per capita. In 2023 Springfield ranked (1st) in the State of Ohio in reported rape of women 14 and under, per capita, with 47 young girls reporting being raped. The clearance rate for those reported rapes in 2023 was 0% (zero percent) My Questions to the Mayor and Chief Elliot is: Q1. What is the count of reported rapes from January 1st 2024 to the end of November 2024. Q2. What is the count of those reported rapes that have cleared - is it 1 out 20…. 2 of 20 ???? January 1 - December 31, 2024 January 28, 2025 at 5:30 PM In a 1913 article, Supreme Court Justice Louis Brandeis wrote: "Sunlight is said to be the best of disinfectants; electric light the most efficient policeman." The phrase is a metaphor for how transparency and openness in information are the best ways to prevent corruption, unethical behavior, and mismanagement. Just as sunlight can illuminate dark corners and reveal hidden problems, transparency can also expose and eliminate corruption. The majority of cities in every state publish or post on the internet their city's yearly crime report, a report that typically mirrors the FBI Uniform Crime Reports (UCR). These reports allow a community to gauge the current state of crime and allow citizens to see any directional movement in crime numbers from past reported numbers. However, not since 1980 has a representative of the City of Springfield published any report on crime. The City of Springfield's last annual crime report was submitted to the public in 1980. Data was sourced from Prosecutorial data, SPD report data, Clark County Municipal Court records and from the public records of the Clerk of Courts of Clark County, Ohio. The presentation dives into statistics on fatal felony crimes and nonfatal violent crimes (murder, nonnegligent manslaughter, forcible rape, robbery, and aggravated assault), property crimes (burglary, vandalism, trespassing, motor vehicle theft) and other types of theft (household, commercial, white collar and shoplifting) . In addition, the report covers other crimes against persons (domestic violence, menacing, stalking and strangulation) . Lastly, the report covers all drug related crimes and gun related crimes . The report also describes the characteristics of criminal offenders such as age, sex, race/ethnicity and residence of criminal offenders.

The claims that have been circulating that the city’s Haitian immigrant population have been killing wildlife and people’s pets for food. City leaders, along with the police and parks department, have refuted these claims. “It is disappointing that some of the narratives surrounding our city has been skewed by misinformation circulating on social media and further amplified by political rhetoric in the current highly charged presidential election cycle,” said Bryan Heck, Springfield City Manager, in a video statement Wednesday afternoon. Former President Donald Trump amplified the online rumors during Tuesday night’s debate. “In Springfield, they're eating the dogs, the people that came in, they're eating the cats. They're eating the pets of the people that live there,” Trump said. 10TV spoke with people in Springfield over the lunch hour about the claims. “It’s sad that there’s so many mistruths and dishonest comments being made about this population,” said John Brown. “I don’t know the source, but talking with the city, police chief and others, there’s no substantiation of these rumors.” “The Haitian community is here, they’re going to be here. They’re going to start businesses here. We do have an issue with the driving. That can be fixed,” said James Steward. “We do have issues with the violent crime and it’s not being committed by the Haitians.” He was referencing a string of car crashes which have been attributed to the immigrant community in the city. That has been a topic of discussion during the public comment portions of the city’s commissioner meetings. Rose-Thamar Joseph is the Operations Manager for the Springfield’s Haitian Support Center. She’s lived in Springfield for two years. She says she was unaware of the online claims until a couple days ago. “All of those rumors… we knew about it that day. We just saw it on social media. That’s all we knew about it also,” she said. Joseph said there is no truth to the claims when asked about them. She said many people in her community are uneasy about the growing tensions in the city. “They have fear, a lot of fears right now. Some of them are talking about leaving Springfield. Some of them are scared for their lives. It’s tough for us,” she said. She also mentioned that she hasn’t heard of any Haitian immigrants receiving threats since this started.

Springfield, Ohio – Recent news reports and alarming statistics highlight a troubling trend of violence against women in Springfield, Ohio. The city is grappling with disturbingly high rates of domestic violence, sexual assault, and aggravated assault, with women disproportionately affected. Recent Cases Expose the Problem May 30th, 2024: A young woman was chased down a bike path and attacked. Adam Humphreys, 18, has been indicted on charges of attempted rape, kidnapping, and strangulation. February 2022 - October 2023: Marcus Davis is facing state and federal charges for the alleged rape of an infant and a two-year-old. Clark County Assistant Prosecutor Alice DeWine described the case as "possibly the most heinous case I've seen in a long time." Data Reveals a Disturbing Reality Springfield's violent crime rate is the highest per capita among similar-sized cities in Ohio, with women making up 71% of the victims. Reported rapes have increased every year since 2019. In 2023, Springfield ranked 6th in the state for reported rape per capita. Disturbingly, it ranks first in reported rapes of young women aged 1-14 per capita, with 47 young girls reporting being raped in 2023. The clearance rate for rape cases in 2023 was 0%. Requests for domestic violence protection orders in Clark County have led the state since 2021, with a caseload significantly higher than the state average. Springfield leads in aggravated assault count and per capita rates compared to similar cities, with women representing 78% of all victims. Dismissed domestic violence cases in Municipal Criminal Court have exceeded 1,250 annually since 2020, accounting for 64% to 73% of all dispositions. Women comprised 87% to 91% of those dismissed cases. These statistics paint a stark picture of a city where women face a heightened risk of violence. The high rate of dismissed domestic violence cases raises questions about the effectiveness of the justice system in protecting victims. Community leaders and law enforcement must address this crisis with urgency. It's essential to strengthen support systems for victims, improve the investigation and prosecution of crimes against women, and implement preventive measures to ensure the safety and well-being of all women in Springfield. - The State of Crime in Springfield 2024
Most city Police departments in Ohio produce annual or monthly reports, especially in cities with high violent crime rates. The City of Springfield has ranked first (1st) through fifth (5th) in the State of Ohio in violent crime rate per capita from 2015 to present, and yet the last public annual report produced was from 1980. The City of Springfield also ranks first (1st) in Ohio in per capita in reported RAPE. To make this clear, compared to all cities in Ohio, the City of Springfield ranks in the Top 10 in almost every category of measurable crime. However, there are no annual Springfield Police Department Reports. One would think that with 100 City of Springfield employees being paid $98,000, see payroll HERE or more per year, someone could write a 3-page summary of reported crime per month. Agent John Douglas, was an FBI profiler, his career as a profiler provided inspiration for television shows like Criminal Minds. John was with the FBI’s Elite Serial Crime Unit. In his book, he wrote, “Serial killers are, by definition, ‘successful’ killers, who learn from their experience. Perpetrators of all different kinds of violence often have a history of intimate partner abuse. Several known serial killers and the majority of mass murderers have a history of domestic violence. Yes, there are often unique game plans that batterers use to keep their victims in line. However, in Springfield, our police and prosecutors have failed to make obvious connections. - Springfield has serial domestic violence offenders and they are one step away from becoming Serial Rapists and Serial Killers. - Listen Commissioners of Springfield - you need to understand this connection now, you need to recognize what is going on and put an end to this now. - Springfield leads all Cities in the State of Ohio in the number of Yearly Reported Rapes per capita. Remember this, only about 60% of all Rape is reported. - Clark County leads the State of Ohio in Request for Domestic Violence Protective orders per capita - Yes we are #1 out of all 88 Counties. Domestic violence is pervasive and insidious. The majority of domestic violence cases involve isolated incidents, However, a subset of perpetrators engage in a persistent and escalating pattern of abuse. Out of all Domestic Violence cases presented in court in 2022: SDVC has identified about 200 people through criminal arrest records, probable cause reports and court case documents that fit this profile. Serial domestic violence offenders. Ten (10) men are roaming free in Springfield and have a lifetime of over 25 Domestic Violence arrests and other criminal charges. There are over 100 Springfield men with 15 domestic violence arrests and other assault, robbery, and gun charges. There are over 75 Springfield men with at least 10 Domestic Violence arrests and other criminal charges. All these Men exhibit the same common personality traits as serial killers, serial rapists, and serial pedophiles and the same essential criteria and classifications exhibited by serial killers, serial rapists, and serial pedophiles. Outside groups like the KKK, Proud Boys, and Neo Nazi's come into a city to purposely spread division between races by creating a crisis to further their movement. The impact of these groups' protesting can end any meaningful discussion or dialog between city leaders and the community to resolve issues in a public forum. Why are some people motivated to circulate hostile race-dividing information? Because they wish to unleash chaos to "burn down" the entire political order in the hopes that they (their organization) will gain status in the process. The motivations of these groups are to promote divisive, hostile, and political unrest to illuminate differences, not commonalities, and to create manufactured frustrations between the privileged and marginalized groups. By doing this, these groups anticipate to unify the people of Springfield to do the wrong thing. What is the likelihood of citizens of Springfield believing and sharing this hostile information? The probability of citizens believing and sharing this hostile information is exceedingly low. However, there is reality, and then there is perception. The fact is the ten or so members that peacefully walked around in red shirts, black ski masks carrying Black flags with emblazoned swastikas are looked on as ten completely ignorant, neolithic, backward-thinking dumbasses. The perception of this protest - in which the citizens and city officials have no control of, is fueled by the Local and National media. Was there a need to put this on the front page of a newspaper? No. However, a basic fact in the news media is that if a story involves a brutal death or injury (or the likelihood of it), it will likely get higher ratings. The more lurid the story, the better its chances of being the ratings leader. Making these protest members front page news (even though nothing occurred) will draw an army of news vans like a limping gazelle draws a pride of lions. Groups like the Proud Boys and The Klan will be back because the media jumped on the story, and now it is nationwide news and soon to be played out on social media. Do you want to make these stories go away? Stay as far away from these groups as possible, do not engage or rally against them, and give these groups all the rope they want to hang themselves. You know what they want to do, they want increased media attention, so let the media do their story but not with not one citizen of Springfield in the picture frame. Let's see how long the press covers a lackluster, uneventful rally of hate speech from a bunch of entirely ignorant, neolithic, backward-thinking dumbasses with no Springfield citizens present.
- Better Measures of Justice Identifying High-Priority Needs to Improve Data and Metrics in Policing
Despite the growth and evolution of data in policing over the past several decades, calls for better data continue to grow. In this context, better refers not only to improved validity, reliability, timeliness, and usefulness of information already collected by police agencies but also to the introduction of new metrics that can better capture key aspects of policing and public safety that matter most to members of the community. Even with recent improvements, challenges remain; extant data are often difficult to use and typically offer limited insights about the quality or outcomes of policing.
